Kepa, 24, refused to be substituted during last week’s Carabao Cup final defeat to Manchester City at Wembley.
And a furious Sarri called upon Willy Caballero in his place for the visit of Spurs on Wednesday to condemn Kepa for his actions.
One fan on social media described Sarri’s decision to recall the rebellious goalkeeper so soon as “gutless” while others acted with surprise.
The goalkeeper is one of five changes from the Italian coach.
Andreas Christensen replaces David Luiz and Emerson comes in for Marcos Alonso, while Ross Barkley starts in central midfield in place of Mateo Kovacic and Willian starts ahead of Pedro.
